Put those numbers next to the ZIP to the north and west. Covina 91722 has about 36,111 people on about 4.1 square miles, and about seven in ten homes there are owned. Covina 91723 packs about 19,653 people into a little more than half that land, and renters outnumber owners. That difference drives most of what we fix in 91723: more apartments, more shared plumbing, more calls from tenants and property managers, and more commercial work.

Downtown Covina, along Citrus Ave, sits inside 91723, and it has its own page: Downtown Covina covers the storefronts, restaurant grease and parade-night planning. This page covers the rest of the ZIP: the civic center, the hospital blocks, the apartments and the residential streets around them.

The civic center on College St: where 91723 permits come from

Plumbing permits for City of Covina addresses are issued in person at Building and Safety in City Hall, 125 E College St, and most are issued over the counter.

City Hall at 125 E College St houses Building and Safety (626-384-5460) and Public Works (626-384-5220). Being in the same ZIP, and a short drive from our office on E Edna Pl, helps us get permits for 91723 jobs pulled without delay. The process is the same for every City address, though, and it is worth knowing before you hire anyone.

  • Hours. Monday to Thursday, 7 a.m. to 6 p.m., closed 1 to 2 p.m.
  • In person. There is no online permit portal. Most permits are issued over the counter while you wait, according to Handout #14.
  • Inspections. Inspections are requested by email. No work may be concealed before it is inspected.
  • Water heaters. Handout #12, effective January 1, 2026, requires a permit for every replacement.
  1. Written scope and price

We look at the job and give you a written price before work starts, including any permit the job needs.

  2. Permit at the counter

We pull the City permit at 125 E College St when the work requires one.

  3. Work and testing

New pipe or equipment is installed and tested, and left open for the inspector.

  4. Inspection by email request

The inspection is requested by email. Walls are closed only after it passes.

Handout #12 sets the rules for water heaters under the 2025 California Plumbing Code: two seismic straps, 1 1/4 inch and 16-gauge, in the upper and lower thirds, with the bottom strap at least 4 inches above the controls; a relief drain that runs outside and ends 6 to 24 inches above grade; a gas shutoff, approved flex connector and sediment trap; a drain pan; and an 18-inch stand in garages. Our Covina plumbing permits guide covers the full process.

Apartments and rentals: the biggest share of 91723 plumbing calls

With about 56% of homes rented, many 91723 plumbing calls come from apartments and duplexes, where one water heater, drain stack or sewer lateral can serve several units.

Shared plumbing changes how a problem spreads. In a single-family house, a clogged drain affects one household. In an apartment building, a clog in a shared stack can back up into the lowest unit while the units above keep sending water down. A failing shared water heater leaves every unit without hot water at once.

Tenants: who to tell first

If you rent, tell your landlord or property manager first, and check your lease for who arranges repairs. In an emergency, such as water coming through a ceiling or sewage on the floor, turn off the water at the fixture or the unit shutoff if you can, then call the manager. If the manager asks us to come out, we work with them on access and billing.

Owners and managers: a short maintenance list

  • Label the main shutoff and every unit shutoff, and test that each one turns.
  • Keep the sewer cleanout uncovered and reachable.
  • Put the lateral on camera every few years in an older building, more often if it backs up.
  • Track the age of every water heater; the Department of Energy says tank heaters typically last 10 to 15 years.
  • Remind tenants each year that wipes and grease do not go down drains.
  • Keep a list of which units share which drain stack.

The hospital blocks on W San Bernardino Rd

Emanate Health Inter-Community Hospital, at 210 W San Bernardino Rd in 91723, anchors a cluster of medical offices and clinics nearby, and their plumbing needs are different from a home's.

We do not work on the hospital's own systems. We do work in the smaller medical and dental suites, offices and homes on the streets around it. The City's Town Center plan names West Cottage Drive and West College Street as health corridors, which tells you how much medical use sits in this part of town.

What is different about a medical or dental suite

  • More sinks. Exam rooms often have their own hand sinks, so a suite has many small drain lines and supply valves.
  • Tight schedules. A shutoff during patient hours is costly. We plan repairs before opening, after closing or on days the suite is closed.
  • Hot water demand. Hand washing all day puts steady load on small water heaters, and Covina's hard water adds scale.
  • Shared buildings. Many suites share one water main and one sewer lateral with other tenants.

For a suite or office, ask the building owner where the shutoffs and the cleanout are before you need them. If you are planning a buildout, the permit comes from the same counter at 125 E College St, and no work can be closed in before inspection. Our commercial plumbing page covers offices and medical suites in more detail.

Homes near the hospital

The residential streets around the hospital are a mix of older single-family homes and small apartment buildings. They share the plumbing patterns of the rest of 91723: older laterals under mature trees, galvanized pipe in some original houses and shared heaters in multi-unit buildings.

Residential blocks of 91723: older homes around the schools

Outside downtown, 91723 is mostly residential blocks of older homes and small apartment buildings around schools such as Covina High, Sierra Vista Middle and Cypress Elementary.

The housing and its plumbing

The City's 2024 Housing Element says about two-thirds of Covina's homes were built before 1970, and code enforcement estimates about 30% need some repair and about 10% need major rehabilitation. In the older 91723 blocks, that shows up as:

  • Galvanized supply pipe in original houses, with low pressure and rusty water after shutoffs. See our repiping page.
  • Cast iron drains that scale inside and clog again soon after cleaning.
  • Clay or cast iron laterals under parkway and yard trees, with roots at the joints.
  • Back houses and converted garages with long drain runs tied into an old line. Ask for permit records if you are buying.
  • Water heaters in tight spots that need new straps, a pan or a relief drain to meet Handout #12.

Cypress shows how the ZIP line wanders. Cypress Elementary at 351 W Cypress Ave carries a 91723 ZIP, while Northview High farther west at 1016 W Cypress St carries 91722. Neighbors on the same street can be in different ZIPs.

Water in 91723: suppliers, hardness and the Level 2 rules

Many 91723 homes get water from the City of Covina Water Division, whose water averaged about 13.5 grains per gallon of hardness in 2025, but your bill is the only sure way to know your supplier.

Covina has six water suppliers: City of Covina Water, Suburban Water Systems, Golden State Water, Valencia Heights Water Company, Azusa Light and Water, and Glendora Water. The City Water Division at 534 N Barranca Ave, 626-384-5220, serves about 33,300 people through about 8,500 connections and about 102 miles of mains.

The City's 2025 Consumer Confidence Report lists average hardness of 230 mg/L (range 190 to 280), about 13.5 grains per gallon. Its main supply is filtered San Gabriel River water from Covina Valley Water Company, with Metropolitan Water District water used in some months. The water met state and federal standards. In June 2025 the City sampled 32 homes for lead and copper and none were above action levels. The City also reports no lead or galvanized service lines needing replacement in its own system. That covers the City's pipes, not the pipe inside your home or building.

Hard water in apartments

Central water heaters in apartment buildings run nearly nonstop, and scale builds faster as a result. Sediment in the bottom of a tank makes popping noises and cuts hot water. Flushing on a schedule helps. A softener can help more. See our water softener page and the water suppliers and hardness guide.

Level 2 leak deadlines

The City has been at a Level 2 water shortage since August 4, 2022. For City water customers, a leak must be fixed within 48 hours after City notice. Outdoor watering is allowed Wednesday and Saturday from April to October and Wednesday only from November to March, never between 9 a.m. and 5 p.m., and no more than 10 minutes per station. In a building with many units, a running toilet in one apartment can add up fast. Our Covina water rules guide has the details, and the EPA's WaterSense program estimates household leaks can waste more than 9,300 gallons a year.

Sewer laterals in 91723: one pipe, sometimes many units

In the City of Covina the property owner maintains the sewer lateral to the public main, and in 91723 one lateral often serves a whole duplex or apartment building.

City of Covina Public Works says the owner is responsible for the lateral, including tree root problems. The City maintains the local mains in the street. Los Angeles County Sanitation Districts owns the regional trunk sewers and has been relining about 20,736 feet of them.

For a multi-unit building, a lateral problem shows up first in the lowest drains, often the ground-floor units or the laundry room. Several units reporting slow drains on the same day almost always means the lateral or the main building drain, not the fixtures.

Clean and maintain

  • Clear the lateral with a cable or a hydro jetter
  • Camera it to find roots, grease or wipes
  • Clean on a schedule in older buildings
  • Fits when the pipe is still round and sound

Repair or replace

  • Spot repair a broken section or bad joint
  • Replace or line the run with joint-free pipe
  • Fits when the camera shows cracks, sags or many root points
  • Permitted through Building and Safety

Published estimates from Angi (2026) put a sewer camera inspection at $275 to $1,800, hydro jetting at $350 to $600 per line and sewer line replacement at $1,388 to $5,323. HomeAdvisor (2025) lists main line clearing at $100 to $800. These are national ranges, not quotes. Call (626) 746-1970 for an exact quote. See our sewer lateral camera and repair page and the sewer lateral guide.

Questions Covina homeowners ask

What part of Covina is ZIP 91723?

Covina 91723 covers downtown and Citrus Ave, City Hall at 125 E College St, the Metrolink station at 600 N Citrus Ave and the hospital on W San Bernardino Rd, plus the residential blocks around them. It had 19,653 residents at the 2020 Census on about 2.3 square miles.

Where is your plumbing office in Covina?

Our office is at 601 E Edna Pl, Covina, CA 91723. Phones are answered 24/7 at (626) 746-1970. Work is performed by independent CSLB-licensed C-36 plumbing contractors.

Where do I get a plumbing permit in Covina 91723?

At City of Covina Building and Safety in City Hall, 125 E College St, 626-384-5460. It is open Monday to Thursday, 7 a.m. to 6 p.m., closed 1 to 2 p.m. There is no online portal, and most permits are issued over the counter.

I rent in 91723. Who do I call when my drain backs up?

Tell your landlord or property manager first and check your lease for who arranges repairs. In an emergency, shut off the water at the fixture or unit valve if you can. If the manager asks us to come, call (626) 746-1970.

Why does my ground-floor apartment back up when neighbors run water?

Because the lowest unit is the first place a shared drain stack or sewer lateral overflows. Water from units above has nowhere to go but out the lowest drain. The fix is clearing the shared line, not your sink. See drain cleaning.

What is the address of the hospital in Covina?

Emanate Health Inter-Community Hospital is at 210 W San Bernardino Rd, Covina, CA 91723. We work in medical and dental suites, offices and homes on the surrounding streets, not on the hospital's own systems.

Who owns the sewer line under my 91723 building?

The property owner. City of Covina Public Works says the owner maintains the sewer lateral from the building to the public main, including roots. One lateral often serves a whole duplex or apartment building. See our sewer lateral guide.

How hard is the water in Covina 91723?

City of Covina water averaged 230 mg/L of hardness in 2025, about 13.5 grains per gallon, which is very hard. Covina has six suppliers, so check the name on your bill. Hard water shortens the life of shared apartment water heaters.
