Quick answer

A plumbing emergency is anything causing damage right now or making the home unsafe: a burst pipe, water you cannot stop, sewage backing up, a leaking water heater or a gas smell. Close the main water shutoff and turn off the water heater. For gas, leave the house and call SoCalGas from outside. Then call (626) 746-1970 for a plumber.

What counts as a plumbing emergency in Covina

A plumbing emergency is a problem that is damaging the house right now, puts someone at risk, or leaves the home without water, a working toilet or safe gas.

Most of the calls we take after dark fall into a short list. A supply line under a sink splits. A water heater lets go in the garage. The main sewer line backs up into a ground-floor tub. Someone smells gas near the range or the water heater. None of these should wait until morning, because every hour adds water damage, contamination or risk.

Covina's housing makes some of these more likely. The City's 2024 Housing Element says about two-thirds of the homes here were built before 1970, and code enforcement estimates about 30% of homes need some repair. Older galvanized supply pipe, clay or cast iron sewer laterals and water heaters installed long before today's rules all show up on emergency calls. Other problems feel urgent but can wait a few hours for a normal visit, as long as you can stop the water and the house is safe. The table below is how we sort calls on the phone.

First steps for a burst pipe or major leak

Close the main water shutoff, turn off the water heater, then open a low faucet to drain what is left in the pipes.

  1. Close the main shutoff at the house

On most single-family homes the main shutoff is a valve on the pipe where the water line comes out of the ground and enters the house, often on a front or side wall near a hose bib, or in the garage. Turn a round handle clockwise until it stops. A lever handle is closed when it sits across the pipe. On older homes the valve may be a gate valve that has not moved in years, so turn it firmly but do not force it until it snaps.

  2. If the house valve fails, look at the meter box

The meter box is usually near the street or sidewalk. There is often a valve on the supplier's side of the meter. Those valves belong to the water supplier and can be stiff and easy to break, so call the supplier named on your bill if you can. The table further down this page lists who serves Covina.

  3. Turn off the water heater

With the main closed, turn a gas water heater's control to off or pilot, or switch off an electric heater's breaker. This keeps the burner from firing on a tank that may drain. If the heater itself is leaking, also close the cold water valve on top of the tank.

  4. Drain the lines

Open a faucet at the lowest point, such as a tub or an outside hose bib, so water left in the pipes runs out there instead of through the break.

  5. Move belongings and take photos

Lift rugs, furniture and boxes off wet floors. Photograph the water, the break and the damage before cleanup. Your insurer, and your landlord if you rent, will want them.

  6. Call us at (626) 746-1970

Tell us what broke, where, and whether the water is off. We give you an honest arrival window and a written price before any work starts.

City of Covina water customers have one more tool. The City's Water Division says its auto-read meters have a leak detection feature: lift the lid on the meter register so light reaches the small solar cell, then look for the leak icon. With every fixture off, a leak icon or a moving dial means water is still passing through the meter. That tells you the leak is on your side, and closing the house valve should stop it.

Who to call for a leak at the street: six Covina water suppliers

Water bubbling up at the meter box, sidewalk or street is usually your water supplier's to handle, and in Covina that can be any of six suppliers, so check the name on your bill.

Covina is not served by one water company. The City's own purveyor list names six suppliers that serve parts of the city. The City of Covina Water Division serves about 33,300 people through about 8,500 connections and about 102 miles of mains. The rest of the city is split among private and neighboring public suppliers. Neighbors on the same street can even have different suppliers. The only reliable way to know yours is the name printed on your water bill.

We list a number only where the City's sources agree on it. For Suburban, Azusa and Glendora customers, the City's purveyor list and its Water Division page show different numbers, so use the one on your bill. Our who to call for water, sewer and gas guide explains where each agency's job ends, and the Covina water suppliers guide has more on each supplier.

If you smell gas

Leave the building first, then call SoCalGas at 1-800-427-2200 from a safe place outside, or 911 if anyone is in danger. A plumber comes after the utility says it is safe.

Do this

  • Get everyone, including pets, out of the house
  • Once you are away from the building, call SoCalGas at 1-800-427-2200
  • Call 911 if anyone could be hurt or you cannot reach SoCalGas
  • Wait outside until SoCalGas or the fire department clears the house

Do not do this

  • Do not light a match, candle or lighter
  • Do not flip light switches or use anything that can spark
  • Do not go back inside to look for the leak yourself

Those steps come from SoCalGas. Once SoCalGas finds a leak on the house side of the meter and shuts it off, the repair is plumbing work. Water heater flex connectors, old range valves and buried lines to a pool heater or barbecue are common sources. Our gas line plumber page covers how house leaks are found, repaired and pressure tested, and when a City permit is needed.

What to do when sewage backs up

Stop using water everywhere in the house, keep people and pets away from the backup, and call a plumber to clear the line.

When sewage comes up through a tub, shower or ground-floor toilet, the line out of the house is usually blocked. Every flush, shower or washing machine cycle sends more water into a pipe that cannot drain, and it comes out at the lowest fixture.

  1. Stop all water use. Tell everyone not to flush or run anything.
  2. If neighbors on both sides are backing up too, the public main may be blocked. Call City of Covina Public Works at 626-384-5220.
  3. Keep children and pets out. Wear gloves and boots if you must walk through it.
  4. Skip chemical drain cleaners. They rarely clear a main line and make the water dangerous for whoever opens it.
  5. Call (626) 746-1970. We clear the line from a cleanout and can run a camera to find the cause.

In Covina, who owns which pipe matters. City of Covina Public Works says the property owner maintains the sewer lateral, the pipe from the house all the way to the public main, and that includes tree roots in it. The City maintains the local mains under the street. The large trunk sewers belong to the Los Angeles County Sanitation Districts, which announced a relining project on about 20,736 feet of trunk sewer in July 2024. So a backup that only affects your house is almost always in your lateral and is your repair.

Roots and grease are the usual causes in older laterals, and with about two-thirds of Covina homes built before 1970, many laterals are clay or cast iron with joints roots can enter. Our sewer lateral camera and repair page covers what happens after the line is cleared, hydro jetting covers heavy roots and grease, and the Covina sewer lateral guide explains the ownership rule in full.

Covina leak repair deadlines under the water shortage rules

If the City of Covina notifies you of a leak, you have 48 hours to repair it, because the City has been at a Level 2 water shortage since August 4, 2022.

Covina Municipal Code Chapter 13.06 sets how fast a leak must be fixed after the City gives notice, and the deadline gets shorter as the shortage level rises. The City's Water Division page states the current rule plainly: plumbing leaks, breaks and other malfunctions must be repaired within 48 hours of notification, unless other arrangements are made with the City. Until then, isolate the problem area and turn it off where you can.

Covina leak repair deadline after City notice, by water shortage level (Municipal Code Chapter 13.06)
Shortage levelTime to repair after notice
No shortage declared5 days
Level 172 hours
Level 2 (in effect since August 4, 2022)48 hours
Level 348 hours
Level 424 hours

This applies to City water customers. If you get a notice, call us and tell us the date on it. If the permanent fix needs a permit or parts, we isolate the leak right away so no more water is wasted and document what was done, so you can show the City the problem is stopped while the repair is finished. Water waste can be reported to the City's Environmental Services line at 626-384-5480. The full watering schedule and rules are in our Covina water rules and leak deadlines guide.

Emergency water heater leaks

For a leaking water heater, close the cold water valve on top, turn the gas control or breaker off, and keep clear of the relief valve if it is discharging.

A water heater leaking from the bottom of the tank has usually rusted through and needs replacing. A drip at a top fitting, or water from the relief valve pipe, can often be repaired. If the temperature and pressure relief valve is spraying hot water or steam, never cap it. It is protecting the tank from over-pressure. Turn off the energy source, close the cold valve and call.

Covina's Handout #12, effective January 1, 2026, requires a plumbing permit for every water heater replacement, and the new heater must meet its rules for straps, gas connections, the relief drain and the drain pan. So a night call is usually about stopping the leak and getting the rest of the house back in water. The replacement follows with the permit pulled at Building & Safety, which issues permits in person at City Hall. Our water heater repair page walks through Handout #12 line by line, and the tankless water heater page covers that option if you are replacing anyway.

Plumbing emergencies in rentals

If you rent, stop the water at the nearest valve you can reach, tell your landlord or property manager right away, and let them arrange the repair unless they tell you otherwise.

The Census Bureau puts owner-occupied homes in Covina at 57.3% for 2019 to 2023, so roughly four in ten households rent. In an apartment or a rented house, the steps are a little different.

  1. Close the fixture valve

Toilets, sinks and most washers have small valves on their supply lines. Turn them clockwise. A toilet valve is behind the bowl near the floor. Sink valves are inside the cabinet.

  2. Find the unit or house shutoff

A rented house has a main shutoff like any other house. In an apartment, the shutoff may be in a closet, near the water heater, or in a locked room only staff can open. Water from a ceiling usually comes from the unit above.

  3. Call the landlord or manager's emergency line

Use the after-hours number on your lease. Say what you see, where the water is going, and whether it is reaching a neighbor.

  4. Put it in writing

Follow up by text or email with photos and the time. A written record helps both sides.

California Civil Code section 1941.1 lists plumbing and gas facilities maintained in good working order, a water supply capable of producing hot and cold running water, and a connection to an approved sewage disposal system among the things a rental must have. That is why the landlord usually arranges the repair. If your landlord asks you to call a plumber, or you own the rental, we take the call. This is general information, not legal advice.

These are published third-party ranges, mostly national. After-hours calls, access through finished walls or slab floors, parts that must be found at night, and Covina permit requirements can push a job toward the top of a range. You get a written price before work starts. If the right move is to stabilize tonight and finish tomorrow, we say so and price each part separately. Call (626) 746-1970 for an exact quote. More ranges are in our plumbing costs in Covina guide.

One more protection: under California rules enforced by the Contractors State License Board, a down payment on a home improvement contract cannot be more than 10% of the price or $1,000, whichever is less. Be wary of anyone who asks for a large deposit in the middle of an emergency.

What happens when you call us at night

You talk to a person, describe the problem, get an honest arrival window, and get a written price before a licensed plumber starts work.

  1. Tell us what is happening

What failed, where, whether the water or gas is off, and whether it is a house, condo or apartment. If you are in Charter Oak, tell us, because County rules apply there, not City of Covina permits.

  2. We walk you through the shutoff

If water is still running, we stay on the line while you find the valve.

  3. A licensed plumber is dispatched

Work is performed by independent plumbing contractors licensed by the California Contractors State License Board (C-36). Ask for the license number and check it with our license check guide.

  4. Diagnosis and a written price

The plumber finds the cause and writes up a price to stabilize it, and a separate one for the permanent repair if different.

  5. Stabilize, then repair

Stopping the leak or clearing the line happens right away. Work that needs a City permit, like a water heater replacement, follows once the permit is issued at the counter. Covina's Handout #14 says no plumbing work may be covered up before it is inspected.

We cover all of Covina: downtown Covina around Citrus Avenue and Heritage Plaza, 91722, 91723 near City Hall, the Metrolink station and Emanate Health Inter-Community Hospital, 91724 on the east side, and unincorporated Charter Oak.

Questions Covina homeowners ask

Is there a 24 hour plumber in Covina?

Yes. Plumber Covina CA answers (626) 746-1970 24 hours a day, every day. If water is running, close the main shutoff first, then call. You get an honest arrival window and a written price before any work starts.

Where is the main water shutoff on a Covina house?

On most single-family homes it is a valve where the water line comes out of the ground and enters the house, often on a front or side wall near a hose bib or in the garage. Turn it clockwise. If it will not close, call the water supplier on your bill about the valve at the meter.

Who do I call if water is leaking from the street in Covina?

Call your water supplier, which is the name on your bill. Covina has six: City of Covina Water, Suburban, Golden State, Valencia Heights, Azusa Light & Water and Glendora. City of Covina Water customers can call 626-384-5220. Leaks on your side of the meter need a plumber.

What should I do if I smell gas in my house?

Leave the house right away, do not touch switches or anything that can spark, and call SoCalGas at 1-800-427-2200 from outside. Call 911 if anyone is in danger. After SoCalGas makes it safe, a plumber can repair a leak on the house side of the meter.

What do I do if sewage is coming up in my bathtub?

Stop using all water in the house, keep people and pets away, and call a plumber to clear the line. In Covina the owner maintains the sewer lateral to the public main, roots included. If neighbors are backing up too, call City of Covina Public Works at 626-384-5220.

How long do I have to fix a leak after a City notice in Covina?

48 hours. Covina has been at a Level 2 water shortage since August 4, 2022, and the City's rules require leaks to be repaired within 48 hours of notice unless other arrangements are made. Isolate the leak right away and call (626) 746-1970.

I rent in Covina. Should I call a plumber or my landlord?

Close the nearest fixture valve, then call your landlord or property manager. California Civil Code 1941.1 requires rentals to have working plumbing, so the landlord usually arranges the repair. If your landlord asks you to call a plumber, call (626) 746-1970.

How much does an emergency plumber cost in Covina?

This Old House lists $102 to $339 for a typical Covina plumbing job, and bigger emergencies such as slab leaks or water heater replacement have their own published ranges. These are estimates, not quotes. Call (626) 746-1970 for an exact quote.
