Emergencies
Burst pipes, backups and no hot water, answered 24/7. See our emergency plumber page.
Our office is in Covina, at 601 E Edna Pl, and we also take calls from the five cities around it: West Covina, Glendora, Azusa, San Dimas and Baldwin Park. Each one has its own permit counter and its own mix of water suppliers, so this page lists both for every city.
We are based in Covina and serve West Covina, Glendora, Azusa, San Dimas and Baldwin Park. Plumbing permits come from the city where the home is, not from Covina. Water suppliers differ by city and often by street, so the name on your bill decides who owns your meter and how hard your water is. Call (626) 746-1970 any hour.
We are a Covina plumbing service, and we also work in the five cities that surround Covina: West Covina, Glendora, Azusa, San Dimas and Baldwin Park.
Our office is at 601 E Edna Pl, Covina, CA 91723. Most of our calls come from Covina itself, which is why most of this site is about Covina rules: the City's Handout #12 for water heaters, the in-person permit counter on E College St, and the City's six water suppliers. When we cross a city line, those rules change. Each neighboring city runs its own building department, and the water on one side of a street can come from a different company than the water on the other.
So for each city below we list three things, each from a page we opened ourselves: who supplies the water, which department issues plumbing permits, and any published water hardness. Where we could not open a current hardness report, we say so instead of guessing.
| City | Main water suppliers | Plumbing permits from | Published hardness |
|---|---|---|---|
| West Covina | Suburban Water Systems, Valencia Heights Water; also portions served by Azusa Light & Water and Valley County Water District | West Covina Building Division, City Hall Room 215 | Check your supplier's report |
| Glendora | Glendora Water (City); portions served by Golden State Water and Azusa Light & Water | Glendora Building Division, 116 E Foothill Blvd | Groundwater average 200 mg/L, about 11.7 grains (2023) |
| Azusa | Azusa Light & Water | Azusa Building Division | Groundwater average 141 mg/L, about 8.2 grains (2025) |
| San Dimas | Golden State Water, San Dimas system (Golden State says it serves portions of the city) | San Dimas, 245 E Bonita Ave | Average 205 mg/L, about 12 grains (2025) |
| Baldwin Park | San Gabriel Valley Water, Valley County Water District, Valley View Mutual | City of Baldwin Park, 14403 E Pacific Ave | Check your supplier's report |
Grains per gallon for Glendora and Azusa are our conversion of the mg/L figures in each report, at 17.1 mg/L per grain. Golden State's report gives grains directly. For comparison, the City of Covina reported an average of 230 mg/L, about 13.5 grains, in 2025. Our Covina water suppliers and hardness guide covers the Covina side in full.
In West Covina, water usually comes from Suburban Water Systems or Valencia Heights Water Company, and plumbing permits come from the West Covina Building Division at City Hall, Room 215.
West Covina shares a long border with Covina, and Suburban Water Systems serves customers on both sides. Suburban's Covina office is at 1325 N Grand Ave, while West Covina's page lists the Garvey Ave office. If your meter is leaking after hours and Suburban is on your bill, West Covina publishes the after-hours number above.
We could not open a current Consumer Confidence Report for Suburban or Valencia Heights to confirm hardness, so we do not quote a number. Ask your supplier for its latest annual Consumer Confidence Report before you buy a water softener.
Glendora runs its own city water utility, Glendora Water, and plumbing permits come from the Glendora Building Division at 116 E Foothill Blvd.
| Source | Average hardness | Range |
|---|---|---|
| Groundwater | 200 mg/L, about 11.7 grains per gallon | 120 to 360 mg/L |
| Treated surface water | 98 mg/L, about 5.7 grains per gallon | 77 to 120 mg/L |
The 2023 report is the most recent Glendora report we could open in full. The City posts newer reports online; check the current one for your home. The wide spread matters for plumbing. On days your tap water is mostly groundwater, it is close to Covina's level. On days it is mostly surface water, it is much softer. A water heater sees the average over years, and that is enough to leave scale.
Glendora borders unincorporated Charter Oak to the south. If your Glendora-sounding address turns out to be County land, see our Charter Oak page.
Azusa homes get water from Azusa Light & Water, and the Azusa Building Division takes over-the-counter permit applications by email.
| Measure | Groundwater | Surface water |
|---|---|---|
| Total hardness | Average 141 mg/L (about 8.2 grains), range 99 to 260 mg/L | 100 mg/L (about 5.8 grains) |
| Total dissolved solids | Average 267 mg/L, range 210 to 460 mg/L | 230 mg/L |
| Sodium | Average 27 mg/L, range 23 to 31 mg/L | 40 mg/L |
Azusa's water is softer than Covina's on average. Azusa Light & Water is also one of the six suppliers on Covina's own purveyor list, so some Covina homes get the same water.
Use the City's Building Permit Application.
Send it to the Building Division address above, as a PDF.
The City confirms the submittal is complete.
You get an invoice and a credit card authorization form by email and send them back.
Once processed, the permit is sent to you.
Jobs that need plan check follow a similar path, and the City notes the review clock does not start until every document is in and fees are paid. Covina has no online or email submission; its permits are issued at the counter.
Golden State Water serves San Dimas through its San Dimas system, which reported an average hardness of about 12 grains per gallon in 2025, and plumbing permits come from the City at 245 E Bonita Ave.
The City of San Dimas publishes a handout called Permits Needed. Its plumbing items include a water heater change-out and the installation or repair of water, sewer or gas lines. It also says a plumbing, electrical or mechanical permit may be required for any addition or change to a building's existing system. In other words, a heater swap in San Dimas is permit work, just as it is in Covina.
Golden State Water also serves parts of Covina and Charter Oak from this same system, so many of our Covina customers have the same 12-grain water as San Dimas. At that level, tank heaters build sediment and tankless units need regular descaling. See our tankless water heater page.
Baldwin Park lists three water suppliers, San Gabriel Valley Water Company, Valley County Water District and Valley View Mutual Water Company, and the City issues plumbing permits from City Hall at 14403 E Pacific Ave.
Valley County Water District has a long local history. The Association of California Water Agencies reports that it was founded in 1926 as the Baldwin Park County Water District, serves about 10 square miles including portions of Baldwin Park, Irwindale, West Covina and Azusa, reaches nearly 70,000 residents, and draws mainly on the Main San Gabriel Groundwater Basin.
We could not open a current Consumer Confidence Report for any of Baldwin Park's three suppliers, so we do not quote a hardness number. Ask your supplier for its latest Consumer Confidence Report.
A plumbing permit is issued by the city or county where the property is, so a Covina plumber working in West Covina pulls a West Covina permit.
This trips people up. Our office is in Covina, but Covina's Building and Safety office has no say over a water heater in Glendora or a repipe in Baldwin Park. The rules that apply are the ones at the property. Each city on this page issues its own permits, with its own counter, hours, forms and inspection process.
| City | How you apply | Days open | Inspections |
|---|---|---|---|
| Covina | In person at 125 E College St; most issued over the counter | Monday to Thursday | Requested by email |
| West Covina | Online portal or City Hall Room 215 | Monday to Thursday | By phone, (626) 939-8425 |
| Glendora | Civic Access portal or 116 E Foothill Blvd | Monday to Friday | Next-day goal |
| Azusa | Email or counter | Ask the Building Division | Ask the Building Division |
| San Dimas | City at 245 E Bonita Ave | Ask the City | Ask the City |
| Baldwin Park | City Hall, 14403 E Pacific Ave | Monday to Thursday | Ask the City |
| Unincorporated areas | LA County Public Works through EPIC-LA | Monday to Friday | Through the County office |
Our contractors pull permits from the right agency when the work requires them. For the Covina process in detail, see our Covina plumbing permits guide. To check that any plumber is licensed before work starts, see how to check a plumber's license.
Published averages around Covina run from about 5.7 grains per gallon for Glendora's treated surface water up to about 13.5 grains for the City of Covina, which its own report calls very hard.
| Supplier | Average | About grains per gallon | Data year |
|---|---|---|---|
| City of Covina Water | 230 mg/L | 13.5 | 2025 |
| Golden State Water, San Dimas system | 205 mg/L | 12 | 2025 |
| Glendora Water, groundwater | 200 mg/L | 11.7 | 2023 |
| Azusa Light & Water, groundwater | 141 mg/L | 8.2 | 2025 |
| Azusa Light & Water, surface water | 100 mg/L | 5.8 | 2025 |
| Glendora Water, treated surface water | 98 mg/L | 5.7 | 2023 |
Hardness is not a safety issue, but it shortens the life of water heaters, clogs aerators and makes toilet fill valves stick. The DOE says tank water heaters typically last 10 to 15 years; in hard water, the sediment that settles in the tank is one more reason to flush it on schedule. When you move between these cities, your old softener settings may not fit the new water.
Angi's published range for a tank water heater replacement is $600 to $2,500 (2025), and tankless installs run $1,404 to $3,901 (2026). These are national estimates, not quotes. Call (626) 746-1970 for an exact quote. See our water heater repair and replacement page.

Hard. Golden State Water's San Dimas system reported an average of 205 mg/L, about 12 grains per gallon, in 2025, with a range of about 5 to 18 grains. Golden State also serves parts of Covina and Charter Oak from the same system.
On average, yes. Azusa Light & Water's 2025 report shows groundwater averaging 141 mg/L and surface water at 100 mg/L. The City of Covina reported 230 mg/L, about 13.5 grains per gallon, in 2025.
The Glendora Building Division at 116 E Foothill Blvd, open Monday to Friday, 8 a.m. to 5 p.m. The City uses its Civic Access portal for permits and says it strives for next-day inspections.
The City of Baldwin Park lists three: San Gabriel Valley Water Company, Valley County Water District and Valley View Mutual Water Company. Check your bill to see which one serves your home.
Yes, but it must come from the city where the home is. A water heater in San Dimas needs a San Dimas permit, not a Covina one. Our contractors pull permits from the right agency when the work requires them.
